Keith Hunter says he has no alternative.
Humberside's Police and Crime Commissioner says he has no alternative, but to raise the council tax precept for policing by over 10%.
Keith Hunter says it gives them an extra £2.2 million to fund the force.
He says: "I hate having to increase taxes for local people."
He added: "The reality is, I've got to ensure that the communities of the Humberside Police area have a police force which is capable of delivering what they want".
His plans for the next financial year have been backed by the Humberside Police and Crime Panel.
It means for a Band D property, residents will be paying over £223, a £24 increase on the previous year.
