East Riding of Yorkshire Council and Hull City Council are at odds over the way future decisions are taken.
The area's two councils are disagreed over how to manage future planning decisions in Haltemprice.
Hull City Council say they'll now only become involved in the more significant decisions regarding the likes of Anlaby, Willerby and Cottingham.
Leader of East Riding of Yorkshire Council Stephen Parnaby feels that isn't enough, but Hull City Councillor Steven Bayes disagrees.
"All we've done is suggest that we won't automatically object to development, they (East Riding of Yorkshire Council) will still determine any planning permission on that land. It's only a consultation document, if they want us to reconsider that they only have to ask."
